Iceburrg costum header

I need some help resizing my custom header for my blog. How do I resize the exact image to the exact size, 790×150? I thought I had to use a thumbnail, but my server is quite out of date. Help please? It also said that the image file could not be uploaded for security reasons. Help much appreciated!
