I changed the url and don’t have php admin

Hello everyone,
From the title my topic has been discussed quite often, but I think my case is slightly different.
A bit of backstory, I was checking out my friends website, because they commissioned it to an external agency, but during the pandemic they the agency went bankrupt and left my friends site in “dev” mode.
We wanted to make that website their main one and use my friends existing domain.
So imagine this:
My friends already had a 1st website with his url “www.myweb.com”
They where tired of it, and commissioned a new design to an agency
the agency made the design and showed them the website with this url “http://dev.preview-new-website.com”
After showing the new design, the agency went bankrupt and stopped working on my friends web.
Now my friend had a username and password to go inside the WordPress website that the agency sent them (editor), but could not edit much but wanted to keep the design and make the agency website their main one.
They decided to just leave it for now and hope that in the future they would get it fixed.
Fast forward to now, I was checking it out and thought first we need to change email and password so that my friends details a protected, and wile I’m at it, “why not change the url to my friends main one and save it, so now he can use this web and use the new version”
And I effed up, I tried out their URL that was already connected to their first website and pasted it on the “agency web” so instead of telling me “sorry no can do”
It gave me error “you are steeling someone’s url” and now has made the 2nd website inaccessible.When I try to wp-admin it re-detects it to my friends first website, and I can’t access the agency website anymore.
If I go on the url the agency gave me I see a text webpage and the design is not there anymore.
Is there anyway I can get the wp-admin back? Is it lost? The agency is not contactable for now.
I only have a username and password, I did export the WordPress website before but, I have no access to the main php files so I can’t change the url from there.
I just want to recuperate the agency webpage to help my friend out and help him have at least the structure of what he would like is website to look like, dose anyone know how?
I really need so much help, because it was my fault that I screwed up royally.
