I can’t import from another WordPress

We’re building a new site which uses WP 2.7. Just to figure out things we earlier had (and still do) a confettiblogg.wordpress.com account. I exported that file and tried to import it to the new one (which is in betatesting on an internal server just to test it before we go live).
When I’m trying to import the file, I got the following message:

“The uploaded file could not be moved to /var/www/vhosts/007spill.no/web_users/nikki/wordpress/wp-content”.

What does that mean and how do I fix it?
