Hyperlink Color Issue – please help

I have posted this question 3 times and gotten no response so any help is very appreciated. I know it is possible to change hyperlink colors individually in the text edit box for pages and posts, but I need to do it universally since I am unable to change the hyperlink color in my footers. I can’t figure out the proper code for the life of me.
