I hope you are doing good today.
What Google reports here is the top-bg.png file, and it does not look like this image is compressed to WebP format. You can open your home page or that image directly in the browser and in the browser console you will see that image is a PNG file. What plugin do you use to convert those images to WebP format?

Sorry for the delay here.
The reported image is the background image, it is from the theme:

Usually, the plugins will convert the images located in the Media Library but since it is from the theme folder the plugin didn’t convert.
A workaround is to download this image, upload it in Media Library and update your Theme settings or Page settings to the version uploaded in the Media Library.
You can contact the EWWW support to confirm if there is an available option to covert the images outside the WordPress library too.
