how’d they do that? simple wordpress output

Came across this site http://thatchiq.com/ and noticed that she was outputting wordpress blog to her homepage in a frame. Obviously she has simplified output so I guess my question is, “how do u cause output to a barebones or atleast, simplifed index.php page instead of referring to a theme.
