How would you create this functionality?

I’d like to do the following: Can you point me in the right direction?

• Create a wizard where a user can read instructions and fill out fields. Then the results of those fields (and their titles) are populated into a PDF and a webpage.
• Set up the site so that the user has both a private blog (only he or she can see) and a public blog (anyone can see, but only registered users of the site can comment).
• Set up the site so that users can create email or sms text reminders for themselves.
• Set up a task checklist for each user.
• Set up points and badges so that users can earn points and badges based on what they do or how many times they do it.
