How to Submit Child Theme in wordpress.org?

Hi, I submitted Light Blog child theme last night but Theme Check alert me some REQUIRED.
for example wp_footer() but in document said we just need function.php and style.css.
why wordpress checking my child theme as a Theme? this is a Child Theme!
