Yes, it is WordPress.com. What is the difference between WordPress.org and WordPress.com? All I need is some help trying to figure out why my settings menu is missing in version of WordPress (3.5.1) (I need to update my permalinks)? Someone indicated you need to have administrative rights? I don’t know how I would get administrative rights. My version of WordPress I inherited when I started with the company and I am the only one with access.

You seem to be pretty cunfused betwene the versions, and that does happen a lot, so don’t feel like it’s just you. 🙂
If you’re using WordPress version 3.5.1, then you’ll be a .ORG person as that pretty much says that you’re controlling and hosting your own site. If you were with WordPress.COM they’d be doing that for you, and you wouldn’t be so far behind in the updates. If I’m right and you’re not on the .com platform, then the live chat support won’t be able to help you with your site. 🙁
You will need admin rights. If you do have that you’ll find permalinks under the ‘Settings -> Permalinks’ menu. Seeing as how you can’t see that, there’s a good chance that you don’t have admin permissions.
If that is the case, have a look at this article:

That will let you create a new administrator account, and that will let you get into the site and make the changes that you need to.
When I use the article (link below) to create an admin account I get the following error message when I login in with this new tempuser..

From your profile link it looks you you are running 3.5.1 and that’s not good. Give this a good read.

WordPress 3.5.1 should upgrade cleanly but please make sure you follow the steps closely and have a full off site file and database backup before proceeding.
As catacaustic wrote, you will need to have an account on your site that has full administrative access.
