How To Set Up Users/Roles

I tried User Role Editor but I am not sure it can do what I need. Here is my situation,

Website with three pages
————————
Home Page
Products Page
Services Page

Three people who need to update website
————————
– I have admin who should be able to edit any page
– I have clerk who should be able to edit Products Page and Services Page but not Home Page
– I have assistant who should be able to only edit Products Page

How can I get this to work with User Role Editor? Thanks.
