How to reorder/move elements on a table

I’ve created a table that my client will need to be able to edit later. I can duplicate the buttons so that the styles stay the same, but I can’t move the button. How can I move an element from one table cell to another? I see the “drag” icon, but I can’t actually grab the element to move it anywhere. If I want the same button on the next row, how do I do this without recreating the button from scratch each time?
