Hello
i want to create custom Category Posts widget .
for Example this one

i want add logo Instead of Title . also i want make Frame around it.

please help guys asap

I’m sure there is a widget out there that you could fork and extend to fit your needs. However you might also be interested in checking out this two part series on building a WordPress widget to help get you started. Hope this helps get you going in the right direction.
