I will try to give you the steps that I took to finally get mine working.
Go to Settings Highlight and right click
Click on Store at the bottom of the list
Click on Taxes on the Store Settings toolbar
This brings up the Options list.
Check Enable Tax
On the next options, I clicked on the first option.
Then under tax rates, you put in USA, then State, then percentage.
Then make sure you click on SAVE CHANGES at the bottom of the page.
I hope this helps. I was finally able to get my taxes to load just this morning by using these steps.

Thanks Ardis, I’m actually based in Australia and we have a sales tax of 10% for the whole country. In the Tax Rates section I put 10% for Australia and when I’ve tested the online store, the tax always comes up as $0.45. For example, when I’ve placed an item at $10, the tax should be $1, instead it shows up at $0.45. Do you know what is causing this?

We only sell within Australia and our tax settings are…
Tax Settings.
Tick – Turn tax on
Select – Product prices are tax inclusive
Select – Replace tax percentage with product specific tax rate
(nb. we have no products with specific tax rates so presumably it does nothing)
Select – Apply tax when shipping region is the same as Tax Rate
Tax Rates
Select – Australia as the Market
Set – Tax Rate to 10
Tick – Apply to shipping
Click – Save Changes
This works for me. From memory, a long time ago I think I had to flush the theme cache and/or clear my browser cookies and cache for the tax to appear correctly.
nb. The tax on $10 will be $0.91
