The Recent Comment widget allows you to configure it to display just one comment.
The file wp-includes/widgets.php has the code (line 967) that might help if the widget doesn’t work for you.

Hi all,
I’m trying to get one comment – latest one – from a certain post ID and display it in sidebar box.
Any ideas ?
