this is a custom-built site i cannot tell how to build something like this exactly, especially since it is using theme i am not familiar with.
Either way, the components it is using seem to be:
– Theme https://wordpress.org/themes/page-builder-framework/
– WPAdverts Extensions: Category Icons, Custom Fields, Authors, BuddyPress Integration, reCAPTCHA and PayPal or Stripe payments.
– Preselect Ad Category snippet https://github.com/simpliko/wpadverts-snippets/blob/master/preselect-ad-category/preselect-ad-category.php to connect categories to custom forms
– Dependant Taxonomy Dropdown snippet https://github.com/simpliko/wpadverts-snippets/tree/master/dependant-taxonomy-dropdown to change how categories are being selected
– BuddyPress plugin
– Theme My Login plugin.
Probably there are some other plugins installed as well.

hmm i do not have any specific theme to recommend, usually anything developed accordingly to WP Theme Development Standards and with a minimalistic style should work great, so the WPOcean theme should work fine for you :).

I would like to request you to please make a video tutorial using your adverts plugin and create a simple classified website using all extensions authors,etc.This will help many people here who are new this way it is very difficult for every one to create a classified website using adverts which is very good plugin for startups. The Preselect Ad Category allows assigning custom form schemes (created using Custom Fields extension) to categories.
