How to control the access level for uploading?

    Hello
    I searched a lot for a solution to this problem, but I couldn’t find. How can I control the access level for uploading new files or adding new downloads? Right now, only Administrators can add new files for downloading. I want the editors and contributers to be able to add new files for downloading, but I don’t want to let them upload files. I only want them to add remote URLs for downloading. Is it possible at all? Can it be achieved via a paid plugin or add-on?
    Right now, I installed WPDM. Then I logged out of the administrative panel. Then I logged in as an Editor, but I couldn’t find any option for adding new files to the lilst of downloads for WP Download Manager. I would like all the users to be able to add new downloads, but at the same time I want the users to have access only to their own downloads, not to the download links of other persons. Besides, I don’t want the users to be able to give an initial number to the download counter. To put it in a nutshell, I need multi-level access control for adding new files to WPDM. Please help. It is very important to me.

    When a user create a package he should also upload the file and we worked with the plugin this way. If you want control access you need to customize the plugin.

    Thank you for the reply. Is there an easy way I can customize the plugin? For example I remove a few lines to deactivate the “Browse” button or to remove the “upload” button or something like that? Will the plugin still work in such a case?

    You need to edit file /plugins/download-manager/tpls/metaboxes/attach-file.php
