How to apply bug fixes

    A bug fix for what? WP does not have bug fixes like that

    You will need to give some more information. If you’re meaning a patch file of off the trac (core.trac.wordpress.org) then they are not generally designed to be applied against release versions, rather they work against trunk using svn. If that means nothing to you, it’s probably not something you want or need to do.
