How to add Hyperlink on ICON

Hello, I was wondering maybe you can help me. Before I explain, I need to point out I have basic knowledge of CSS, but I can get around. So my question, How do we add in the code, a HYPERLINK to my service icons, if you scroll down on the website, and you go right under the slider, those are the three ICONS I was talking about. I want to add a hyperlink so when you click on them it goes to their page of service. Hope it make sense! I found the code, where this icon is, but I dont know how to right it, or which css sheet its on,
