You need to install the location for WordPress too – then you’ll be able to select it from settings.
I don’t see how can i install location..
Okey i found this article: premium.wpmudev.org/manuals/wpmu-manual-2/adding-languages/
I opened wp-config.php
And there is not written this text anywhere define (‘WPLANG’, ‘ ‘);
I believe you just need to add the line yourself. For your translation it would be:
define ('WPLANG', 'lv_LV');
With this added, your language should appear in the ‘Site Language’ dropdown. Let me know if that helps.
WPLANG is not used anymore; the setting is used. WPLANG is deprecated.

Okey, i added those files here: http://prntscr.com/8gmmp4
And i changed language in settings.
But i don’t see any changes..
For example here: http://hpplatvia.com/firma/?product=riepa-melna
For example word “description” hasn’t changed to “apraksts”
But i changed it: http://prntscr.com/8gmnj4
And the same for additional information and other words

You cannot just change the PO, you have to also make a MO. Have you gone to WooCommerce > System Status > Tools > Force translation update? That will pull latest from https://www.transifex.com/projects/p/woocommerce
i tried, it shows failed: http://prntscr.com/8gmvqm
maybe because i messed something with uploading my language?
http://prntscr.com/8gmw46
i don’t understand what did i done wrong.

Well you need to install the WP translation for that locale first. https://lv.wordpress.org/
