EDIT. Also to make it easier install XAMPP from http://www.apachefriends.org/en/index.html and have a local install. Here is a guide for this: http://www.tamba2.org.uk/wordpress/xampp/
In this way you can see instantly the results of your edit.
Other than that I use PSPad for editing the files.
XAMPP – way easier to have a local server to work on
TopStyle Pro css and html editor
notepad2 for quick and dirty edits
Paint Shop Pro 6 and 8, and the Gimp – for graphics
WS_FTP Pro for uploads
That’s about it…. note that I have a webdesign and management business, so I bought TSP, PSP, and WS_FTP Pro. The others are all free.
I’m a freeware freak hehe
GIMP for images, NVU for WYSIWYG CSS/HTML design editing, I also have Apache, PHP, MYSQL, PERL etc installed for local editing (same stuff XAMPP offers by the looks!)
Also use various free stock photo websites where nice people actually upload great images for free use! :o)
