How do I make a static post

I would like to have a post (or leaf or something) on my home page that remains static above the posts that are not static. So, to explain, a visitor would see my header, then this static post with a few lines of site-explanatory content, then under that would begin my non-static posts. Is it possible to make a static post? Or is there another way to make this happen? (I am not a techie and my webguy usually takes care of handling the site design and layout, but he is unavailable for the next week or so).
