How do I get admin view?

    Current have version 2.6.5 and getting ready to upgrade… when I log in, I get dashboard but didn’t realize until just now that I do not have administrator view. Even if my login account has administrator view, shouldn’t I see menu down left and be able to look at list of plug ins? Unlike another wordpress blog I manage, this one does not have these features. Why woudl this be the case? How do I look up if there are any other users on this account (I believe I’m the only one after site was created by web developer).

    Site, otherwise, runs fine. It has 48 pages in 1 category, media library shows 23 images and 2 videos.
