How can I layout this site?

    Hello,
    I’ll put the structure of my site in this post. I am not sure how to set it up in WP. Please give me some advice.

    Top Level Menu: 1) Food 2) Vacation 3) Work
    Second Level under Food: 1) Italian 2) Chinese.
    Third Level Menu under Italian: 1) Pasta 2) Meatball

    The site is composed of full pages. No excerpts.
    Going to the home page takes you to a page with the top level menu.
    Clicking on Food takes you to a page that talks about food in general and displays the second level and third level menu. Italian and Chinese are headings for the the third level menu clicking on them does not take you anywhere.

    I was thinking about setting up the first level and second level menu as blog categories and the third level ones as blog posts.

    Will that work?
