Hosts that don't throttle CPU

    Hopefully this is not going right to trash for instigating SPAM, but I have been trying to find shared hosting providers that are optimized for WordPress but don’t restrict or throttle for CPU usage.
    I have used GoDaddy for quite a long time with NO major issues but of late I find they are just getting slower and slower for my clients.
    I have tried a couple of “the top” recommended word press hosting sites only to discover the wonders of CPU Usage lockout and CPU Throttling. I am using two sites as test for a good home. Both are relatively small and do not get heavy traffic. Again no problem on GoDaddy but on these other hosts I am getting shut down within a few days. I have optimized where I felt it was needed but it just seems that throttling a site that gets 20-40 users a day would not be exceeding any extreme limits (one site locks at 3K sec/month the other at 5K). It just seems to be a way to try and get me to bump hosting levels.
    Does anyone have a recommendation on how to find a good host, know if they throttle or not and how to get quality hosting without going to dedicated or VPN?

    This might get locked, as every thread about hosts do.

    This will invite all sorts of spam and affiliate links as “hosts that don’t throttle” recommendations.
