home page pointer

I want to change my homepage pointer.
here is my test site: http://octap.net/0614site/ I hate the upper part with the rotator and all the extras. I want to point it to a regular internal page, such as: http://octap.net/0614site/steering-and-safety-committees/.
I can find that i can change this in settings -> reading, but it continues to add all the c-rap at the top. need to take that out too!
Can someone help? Thank you!
