Hide tab in admin menu panel

Hi,

I want to hide a tab and a link in the admin menu panel. (tab of menu location and the link for create a new menu). For this action, i doesn’t use js or jquery

Is there a hook or other functions that change the admin menu panel. I tested a lot of plugin for resolve my problem but without result (adminize, admin editor ui, etc …)

Have you got an idea for my problem ?
