Help with image positioning

Hello, I apologize if this has been asked, I tried looking through the forum but I was unable to find the proper documentation. I am using the web based builder.

I am trying to figure out a way to keep the images I have added to my site from moving when I adjust the spacer. Both images have links so I need them situated in the spots covering some of the background image. Any time I make an adjustment to try and position 1 image it forces the other to move.
