Help with footer background image

Ok I resolved all issues except the second section & footer background image.

The image is quite large, 3000 pixels or something crazy, the second section is making it zoom in and cutting a lot of the image off, what would be the best way to resize it for that section? Seems the mobile version is quite different than the desktop as far as what amount of the background is shown on some of these images, where some of them show better on the mobile version. For instance the ribbon we adjusted the background image with, it shows perfect on the mobile and the second section/ribbon zooms in even further.

How can I center these images in their respective places for both desktop & mobile?
