Help to solve custom use

Hello everybody
I would like to understand if wordpress can solve a situation that i should create on my website.
I need to create some user schede (as single post). In this user schede i need to set name, email, phone, biographys and publications.
The publications should be single item with title, description and pdf to download.
Now, on the public theme i need to list all the user and when i open the detail i need to see if there are any publication and if there are add a link to open them.
Even, i need a page where i list all the user that have some publication (and open the same page with details).

So, let’s do an example
User A -> 3 publications
User B -> 2 publications
User C -> no publications

On the detail of user A and user B i need the link to open the detail of the publications (divided by user).
On the list of the publication i need to show only user A and user B. Each of them should open the detail page.

Is this possible?
