Help Finding a Designer/Coder

Hello,

I have created a sitemap and a logo for a very specific site. Now I need to hire a designer and a coder, but I seem to be having some trouble. Can someone direct me to a good inexpensive place? I thought that wordpress had a firm, I think it was called 123 or something like that, that did this work, as well as a coder.

The site is going to be a blog with a few extra stuff. I don’t think it gets more fancy than:
1.) an ability to view videos off of youtube, hulu, blip, etc.
2.) people should be able to rate the videos
3.) viewers should be able to pull up the 10 most popular or highest rated videos
4.) searchable database of actor headshots and images

Can anyone give me and my partner some advice? Is this something we should be able to do ourselves? Or will we need to hire someone?
