Help. admin-function.php error

    When I click my wordpress login page this morning, it come out this error :

    Fatal error: main(): Failed opening required ‘ABSPATHwp-admin/admin-functions.php’ (include_path=’.:/usr/lib/php:/usr/local/lib/php’) in /home/thteong/public_html/wp-admin/admin.php on line 7

    After that, I click on my site http://www.thteong.com
    There got another error.

    Fatal error: Call to undefined function: apply_filters() in /home/thteong/public_html/wp-blog-header.php on line 90

    What is the problem?
    Is that related to database?
