Why is the most recent version to download 3.39 if it goes up to 4.53 in the dropdown?

I downloaded and installed the plugin and put the map widget in a footer. A white rectangular box with e red outlined circle with a slash in it shows up and some type underneath – http://developers.google.com/maps/usagelimits/

When I click on it it opens in a new window but it should be embedded in the page.

Please help.
