Header promo link space needed

Good day,
I need a way to feature a short promo with a link right at top of the page.
Specifically, I need to include the text “$15 off first visit” with a way to tap to dial a phone number visible on every page by default, particularly for search referrals.
Ideal placement: header top area bar
Any advice or assistance on how to achieve this with the lite or pro version of Wall Street theme is appreciated.
I am trying to avoid starting over with another theme to achieve this. Thank you.

First of all, you will need to create a child theme, because we have to customize the code, with the help of the given link you can create a child theme.

After this, you can follow the instructions given below.
1. Copy the header.php file in Wallstreet theme package and paste the header.php file in the child theme
2. Then copy and paste the following code in a header.php file with this link: https://pastebin.com/Lb9AcWib
3. After this you can go to header.php file and change text and tel number on line no 48, you can also following screenshot image:- http://prntscr.com/iqh12p
4. Then activate child theme and check your website.
