Header Image Not Resizing Properly in Mobile

I’ve tried a couple different codes I found in the different forums. I ended up using this one, which is the closest I got to what I’m looking for.
HOWEVER, the Logo now looks too small in mobile. Can someone help me make it show up in the same proportions as it does on the computer?
