It says on the tags/theme options that there is a flexible header and featured header image: where are they in the control panel?

That is Featured Image Header, I believe, which it’s using the featured image as a header.
I’m not the theme author so maybe theme author can correct me, if I’m wrong.

That’s because you’re using a static page as your frontpage. This image header, as you see in the screenshot or demo, appears on blog posts. 🙂
