At this time, the WooCommerce Core plugin only has the HandPIcked Products block available. I was unable to find a similar block for categories. I was checking using search engines on the web and I could not find a similar feature.
It would be great if you can add this idea to our feature request, which is where developers go to look for future plugin features and improvements.

I have been creating columns and adding multiple instances of the “Featured Category” block, but it used a large image and is not as versatile as I would like.
I’m not sure if I fully understand your request, would you like to choose a certain category?
The Featured category block doesn’t force you to use only featured categories, as for the image then you can customise how big/small you want it to be as well as what part of the image to focus on.

My store has about 100 categories so this would be very helpful.
From what I gather, creating that new category, via the WooCommerce backend, which would include products from the desired (already) existing categories, would provide a solution to your needs. Correct?
The Featured Category block could subsequently be used for displaying that mega-category’s products on the front-end.
