Just to be sure, HTML is active and the issue is only with JavaScript and CSS being inactive?
Some hosting providers have predefined compression values on their servers and they don’t allow these to be changed via .htaccess rules. This could also be one of the reasons for only JS/CSS not working.
Could you please bring the Hummingbird rules to enable Gzip to your hosting provider’s attention and then check whether the existing rules will be enough to get the JS & CSS enabled?
In general, it depends upon your Hosting provider on whether Gzip can be enabled or not. In some instances, the hosting provider won’t support overriding the Gzip via the .htaccess.
Please do let us know what your hosting provider has to say regarding this so that we could check further if needed.
