Gutenberg Editor Link on Pages admin panel

    I note the “Gutenberg Editor” link is still present in the contextual (hover) links for each page on the Pages admin screen. Is this intentional? Can all content-editing users see this or is it just because I’m logged in as an Administrator?

    I have the default, v1.3 settings of:
    Default editor for all users: Classic Editor
    Allow users to switch editors: No
