Sorry i forgot to mention i has done basic troubleshoot that i have disabled all plugins except woocommerce thanks
Hi @louisapple,
Welcome to the WooCommerce forum, and thank you for reaching out. I understand how puzzling it is when GST doesn’t apply correctly to shipping unless a certain condition is met—it’s important that your tax calculations remain consistent no matter the order composition.
From what you’ve described, it sounds like you’re manually creating or editing an order, and when you add only a fee and postage, GST doesn’t apply after recalculating. But when you add an item, GST appears as expected. Just to confirm, when you say “item,” do you mean a product from your catalog?
I’ve tested this behavior on my end, and shipping taxes are applied properly regardless of whether a product is added or not, so this might be something specific to your setup.
To help us investigate further, could you please share your System Status Report? You’ll find it under WooCommerce → Status → Get system report → then paste it at https://pastebin.com and share the link here.
Once we review your setup, we’ll be able to dig deeper and guide you accordingly. Looking forward to your update!
Thanks for the response and here is the paste, i tried two different sites and they have the same issue
Hi @louisapple,
Thanks for sharing the paste, I appreciate you checking this across two sites. I’ve taken a look at your System Status Report and nothing immediately stands out that should prevent GST from applying correctly to shipping—except that your WooCommerce version is still at 9.8.5. The current release is 9.9.4, so I recommend updating WooCommerce and testing again to see if the issue resolves.
If the problem continues after updating, please run a plugin conflict test. I noticed you have several active plugins that interact with WooCommerce, and it’s possible one of them is affecting tax calculations when no products are present. Temporarily deactivate all plugins except WooCommerce, then try recreating the issue. If GST appears correctly, reactivate your plugins one by one to pinpoint the one causing the conflict.
Let me know how it goes after that, I’ll be happy to help you further if needed. Let’s see how it goes!
Thanks for the response , as mentioned i have try another site with lastest woocommerce installed, and also try some basic troubleshoot eg descativated all plugins and change template already but issue presist
Hi there!
Thank you for providing more information. Just to clarify, when you mention “postage,” are you referring to the shipping cost added through the “Add shipping” option in the order, or are you referring to a custom fee added to represent shipping? To better understand what’s happening, could you please share a short screen recording showing the issue when you add only a fee and postage and then recalculate the total? This will help us see exactly what’s going on. I’m asking because I tried to replicate the issue on my site but wasn’t able to. Here’s a video recording showing the steps I followed. https://go.screenpal.com/watch/cT1FDonXzLF
For video, you may use https://loom.comAdditionally, it would be helpful if you could provide a screenshot of where you’ve configured the GST settings for shipping under WooCommerce > Settings > Tax > Standard rates (or wherever applicable). That way, we can double-check if everything looks correct.
Thanks please try below link

Hi @louisapple,
Thank you for sharing the video. Could you also provide a screenshot of your tax settings and the standard tax page, as requested by @shahzeenfarooq?

Hi @louisapple,
Thank you for getting back and for sharing the images. I’ve watched the video several times, but I’m still finding it difficult to fully understand what’s happening. Could you kindly record a clearer video using Loom (loom.com) so we can see the entire process?
I’ve tried replicating your tax settings and rates on my end, but I wasn’t able to reproduce the issue. Also, when you add a fee, there should typically be a pop-up. In your video, it looked like there was a cut or skip at that point, which makes it harder to follow.
Thank you for your patience.

thanks
Hi @louisapple,
Thank you for getting back. The video still appears the same on my end. Could you please try recording it using Loom instead?
The video is crystal clear, i have tried loom it does not work from my end
can you send me a sacrfeenshot that “still appears the same” ? not showing or blurry
