Group Users

Hi! I have a client who wants to display users on a page grouping them based on their Business category. Example:

TRAVEL
Suzie’s travel agency
Bob’s world getaway
etc.

There are dozens of categories. I can the list of users using MemberList plugin but I’m not sure that it will sort them by a category(I wonder if I should create extended meta field). Then how would it display the category before the list.

Also it would be great if using the 3.0 menu system if I could create a top menu of Service Providers and then under that each category.

I hope this makes sense. Have I over complicated it?
