Are you submitting your sitemap URL using the live URL inspection tool? If so, then you won’t need to worry about that since the noindex tag is added to the sitemaps on purpose. Having a noindex tag on your sitemap URLs is fine and absolutely normal. The sitemaps are, by default, set to noindex so that it doesn’t get indexed and appear in the search results.
Please be advised that the sitemap should only be submitted in the sitemaps section in the Search Console.

That’s not correct I don’t know where you get that idea from but you so wrong. When doing a URL test/submit it shows the google doesn’t even see the site. So when you check it live to see where the error is That is the error code

Is it possible for you to share the URL you are trying to live test on Google Search Console? This is so we can take a closer look at it and advice accordingly.
Please note that with Rank Math, the plugin only adds the X-Robots-Tag noindex header to the sitemap as we only modify the robots meta tag to WordPress posts/pages.

Thank you for sharing your website URL for us to check the issue further.
Upon checking, we don’t see any noindex directives in the ‘X-Robots-Tag’ http header on your website as you can see in the video screencast: https://i.rankmath.com/v/VLyucM
The only noindex shown there is the API route from the Contact Form 7 which is intended.
Try clearing your website cache and check your website URL again in the live test.

We don’t have access to that page URL you shared since that is only accessible to users with access to your GSC.
However, if you want to show any info from that page you can share a screenshot of those results.
Having said that, please note that the homepage is already indexed on Google so the reports that you are seeing might be old reports.
