There is no paid version of WordPress.org 🙂 Unless you are talking about WordPress.com?
If there is no plugins tab, I assume you are logging in not as the admin. Is this your blog, or did someone else set it up for you?
Eg a friend, colleague or a web designer? You will need to ask them to give you access to plugins.

Can you post a screenshot of your admin area? I will be able to tell you if you are admin. You can use a site like Imgur.com to upload the image to.
It sounds like you may not be.
