I wanted to now if this plugin is capable of hiding a chatbot until a certain link is clicked?

Content Control is great for restricting post/page content based on user roles. So, it can hide (restrict) content until someone with the proper role logs in.
Have you thought of using a popup instead?
It sounds like you might be able to use a popup if you have embed code for your chatbot. If you can add your chatbot code to a popup, then you can set it up to display only when someone clicks a link or button of your choice.
You can even get fancy using popups in conjunction with icons. See example 5 in this guide.
