Garbage Collection message link not working

I am getting:
Warning! Garbage collection is not scheduled!
Garbage collection by this plugin clears out expired and old cached pages on a regular basis. Use this form to enable it.
but when I click the link on “form”, nothing happens. Where do I do to enable garbage collection? Thank you.
