No, WordPress.com does not allow you to modify the code beyond the custom CSS offered in that premium bundle.
If you want full control over everything, you’ll need to install WordPress from http://wordpress.org/ on a hosting provider. There are some recommendations at http://wordpress.org/hosting/
Once that’s done, you can move your content following this guide: http://en.support.wordpress.com/moving-a-blog/#moving-to-wordpress-org
To clear up any confusion, WordPress.com and WordPress.org are two different entities.

Thanks so much! The transfer process looks easy enough, but I’m wondering if I should opt for the Guided Transfer to make sure everything goes smoothly. Do you (or anyone else) have any thoughts on that?
Well, the manual transfer is simple, but Guided Transfer will do it all for you, tackle any problems that may arise, and offer you dedicated support for 2 weeks after, so it’s really just a question of whether or not that is personally worth $129 to you. 🙂
Fair disclaimer, I do work for Automattic, the company which runs WordPress.com and therefore sells the Guided Transfer.
I appreciate your honesty! I suppose I could turn to the handy forums if problems arise.
You’re welcome!
If you ever run into trouble, we are indeed here to help. 🙂
For WordPress.com support, we highly recommend going direct to them, it’s easier all around. 🙂
