Full Theme Not Loading

I recently installed Arclite on my website (troop621.org). In theory this theme looks great however as you can see from my website- it is loading only straight colors and not the full theme. I do not have imageless mode turned on or any of the above options within my Arclite Options panel. Any idea what could be causing this?
