FTP access set up / file name path

I am trying to link a file that I FTP’ed over.
I set up the FTP account in BlueHost and it gives me a directory that is empty and has a long path like this: /home3/octoquan/public_html/mikhail
I uploaded the file “Name.XLS” to this path.
Now I am trying to specify the URL for this file.

I tried http://www.octoquant.com/home3/octoquan/public_html/mikhail/Name.XLS

but it does not work.

I also can’t seem to give that FTP account access to all the parent directories, where I can find the more typica WP-uploads folder.

Any advise?
