fsockopen() error

After updating to the latest version of WordPress which updated snoopy I get the following error which I didn’t get before updating …

Not sure if connecting to webmaster.live.com is a new thing as well but editing and publishing is no longer possible. Do we have to connect to webmaster.live.com? … if not can we just download whatever WP needs locally?
