Freeze until a decision?

    Hey, is there any function to Freeze the website, so the user can’t click on anything until he accept or unaccept the cookie notice? Because some user are not clicking on something so nothing gets tracked by Google Analytics.

    Sorry for my bad english, i hope some one can help me.
