Framework Core Files are empty

I am looking for help with reinstalling my wordpress. I appearly have core files that are empty.

Below is from my theme developer:

When trying to open this file: http://gsbdigital.com/wp-includes/js/jquery/jquery.js?ver=1.12.4

It is empty. It should be jQuery in it, a javascript library required for any theme you would install. It is from WordPress, and it is empty. The same with the second js file: http://gsbdigital.com/wp-includes/js/jquery/jquery-migrate.min.js?ver=1.4.1

These are from the WordPress installation, so you have to reinstall WordPress from scratch (at least copy all the WordPress files, making sure that you’re not missing anything from the framework).

please advise if this seems correct and how to do so.
